As for number of games required to justify the price of a console, that's not going to be the same for everyone. How expensive is the console? Will the games you want be easily available and/or cheaper later? Just how badly do you want to play the exclusive games in question?
For me, the answers to each of those questions makes Wii U seem like a reasonable investment once you hit 10+ exclusive games you want to play. It's easily the cheapest console on the market so I don't feel I need to own as many games to justify the cost of the console, Nintendo first-party games don't tend to drop significantly in price over time (and sometimes become hard to find, if you buy physical) so waiting for the console to be defunct is less important, and Nintendo first-party games tend to provide some of the highest-rated games from each generation so my desire to play them is relatively high.
Obviously others are free to disagree with that assessment, and some obviously do.

Right now? No. And I don't think it ever will. I do think it's on par with the Gamecube and could easily pass it in my esteem.
