I've been loving some of Yuzo Koshiro more Hiphop/Downtempo influenced tracks:

Obviously I'd recommend more Yuzo Koshiro stuff, like Eye of the Beholder for the Sega CD. Yuzo Koshiro also has albums of unreleased stuff that sound hip-hop-esque, like on this album for an unreleased game called "The Stickman is Back": http://vgmdb.net/album/1818

There's also ToeJam & Earl and the music in Sonic 3 on the Genesis for more "funk" type stuff.

For something that's newer, Sonic Adventure 2 has those rap songs that people either love or hate:
