Although for some reason he doesn't really have an accent anymore. I think playing so many different accents in films has caused him to have an accent that is part welsh, part cockney, part queen's english, part american and part australian. It's quite hilarious how he swings through all these different accents in that short audio file.

What you're actually hearing is not his accent varying in severity/region. What you're actually hearing is a lisp of varying severity.
Well, seeing as how I never actually heard the Bale clip and only got a second-hand opinion, I just figured that Bale was strung out and that he may have anger problems (after that weird report of "abuse" or whatever involving his mom)... then again, he's also an actor, and generally actors are a little kooky because they tap into things that most people ignore.
