My method is a little less effective than Bone and Teester but it helps. I'm a cheapass. Not being into all genres of games helps and very rarely do I have the "gotta have it now" urge.

I also don't have a job, but it also helps that I would have to pay an arm and a leg to buy most games in Canada .__. So really I only buy games if I get gift money and I actually find something decently priced.

I could give advice on this topic, but with one glance of my Steam library, even I would doubt whatever I say.

Step 1: Be unemployed college student with only some freelance journalism things affording you money.

Ignore prices. Only buy a game you plan to start playing today.

I don't. Almost every time I get money I immediately blow it on vidya. I don't have a job yet, though I might soon, so the money mostly comes from babysitting my (soon to be) step-dad's children which I only do about once a month or so, but it plays pretty now.
Now, however, I have decided that I want a Supergun, and I'll hopefully buy it some time around my seventeenth birthday. I've basically decided that every time I get money from now on I'll spend half of it and save the other.
Insert clever quote here.

Pay attention to prices. Only buy games you want when they go on sale for less than ten dollars.

Agree.

My gaming time is limited - so rather than have a massive backlog and repetitive ports; I want each time I play something to be the definitive (to me) experience with that game. This often is the most expensive way to play that particular game, but i'd rather have 100 games at $100 apiece than 1,000 games at $10 apiece.

Obviously if your purchases affect your ability to pay bills or buy food - then you need to establish a budget. For me, I have an google sheet with about 40 games i'd like and if they come available, in good shape, and at a reasonable (for the market) price, then I get it.

No. If you buy every game you want on sale then you end up with... well look at your Steam library. I guarantee you will spend less by just buying one game at a time as you are ready to play it regardless of sales.

I think we are both wrong.

You should only buy games you will play today if they are on sale for under $10.

...or does that make us both right?
