The first Hotline Miami was something different. Taken as it was, a good experience. Look too deep, the flaws are easy to expose. (As they are with many games.) Playing Hotline Miami for the first time with no outside influence is a unique, cool experience. Going back and playing it again....eh. That's what playing Hotline Miami 2 is like. It's like going back and playing the first, trying to recapture the experience of playing it for the first time. You can't do it, and it leaves a bad taste in your mouth of the overall experience.
Too much story sequence (this is not a story-driven, build relationships and care about the characters kind of game), poor A.I. (bang! oh look, the enemies at the end of the level heard that, but not this guy right here next to me), awkward level design decisions (have fun shooting at enemies shooting you that you can't see, or enemies that can't be harmed while they're coming around corners), being forced into using particular weapons (haha, these guys can't be hurt by melee weapons). PC Gamer's take on it. It's fair, accurate and uncommonly well-written for the publication. It's going to polarize people because it's kind of a love-it-or-hate-it kind of experience, but it's fair.
The music however, is amazing, and worth noting even if the game doesn't interest.
