Who plays a game and doesn't try to not die? In a since we all somewhat play and want to 1cc but we don't make it the unnamed rule we must follow. To me the genre is always about doing the best you can and improvement but not forcing an idea that you have not beaten a game until it is 1cc'd. I have plenty of arcade games where it took me two or three credits and I will be damned if I can't say I beat them. But saying that it is more likely I will pickup a shmup again.
To claim a game was designed to be 1cc'd and only a few of the top player acomplished it doesn't really sound like it was designed to, only that it is possible.
