I think Double Dragon for NES has a mode that let's you do this. Any others you guys can think of?

The Rushing Beat series, aka Rival Turf, Brawl Brothers, and The Peacekeepers, all let you hit your pal as I recall.

River City Ransom and Final Fight come to mind.

Battletoads lets you beat each other up. 
Of course, despite the opening stage, I don't consider that game a beat-'em-up.
I think you could beat up your partner in River City Ransom, so that counts (edit: bah, ninja'd!). It's the NES version of Double Dragon II that lets you beat each other up (and actually is very useful for gaining lives for a solo run), and it wouldn't surprise me if DDIII is the same way.

Apparently Combatribes for SNES is also good for friendly fire.

I just beat through Charlie Murder on the 360 with a buddy online.
You can whip each other hard. In fact, it promotes it with periodic PVP arenas throughout the game, too. You can even grab a team mate and carry them further along if you're tired of waiting for them to use the bathroom or grab a drink.

Just play through Streets of Rage or Double Dragon. Sure...it doesn't let you beat each other up though

Streets of Rage Remake. There's a lot going on in that package to keep you and some friends busy awhile.
If you're sticking right with consoles -- Final Fight 1-3, Mighty Final Fight on NES, some versions of Double Dragon, either GBA+NES of River City Ransom.
