For some teams losing the pick stings quite a bit...but the Pats are a desirable team to play for b/c they have deep pockets and success on the field. Frankly they don't really need the draft near as much as many lower-tier teams, and obviously losing the picks hasn't really hurt them much.
The principle is that all the teams take advantages where they can get them.
What other teams have been caught cheating? The signals thing - not cheating: fair advantage. Spygate and deflating balls? Cheating.
Draft picks sting for any team. They are the foundational building blocks for any teams success. Pats actually usually dont spend much compared to other teams in FA.
All NFL teams have deep pockets, this isnt the NBA.

Fair enough, but I still don't think that the Pats are much hurt by the loss of their first pick. It's just not as big of a deal when people want to play for you anyway.
Oh and there have been some instances of cheating. Sticky substances on hands/gloves, Saints targeting (bypassing salary cap restrictions), signing players recently on opposing teams to get audible calls, opening thnnels in stadiums to affect kicking game etc...

I assume the sticky substances thing is in the rule book...but the others? I know there are rules about when teams can sign recently released players for example. Can you point to some examples of teams being penalized/fined/etc. by the league for this stuff?

Again, this isnt the NBA. NFL teams win by drafting talent and with a few supporting FA pieces. Teams that buy most of their talent historically struggle. The great players that are drafted typically do not hit FA in their prime. Losing a 1st rd pick is one of the biggest blows you can take to a team.

Sticky substance is usually on the player, as well as peds. You also had the Tomlin get in the way of kick returner fiasco. You also have the tampering stuff some teams get in trouble with.
There are waiver rules for sure. But some of that stuff is grey area gamesmanship that most teams participate in one way or the other.
A lot of this stuff was accusations and not necessarily penalties levied. There is also stuff that just isnt caught, or the NFL sends warnings about.

Part of the reason I like the draft is because of the impact it has. I also love the GM aspect of the game.
But lets look at the teams with success: Packers, Seahawks, Steelers, Ravens, 49ers, Patriots etc... are all teams that consistently draft well and develop their players. Whereas teams like the Browns, Raiders, Jaguars, Redskins, Bills have all either drafted poorly or treid to buy teams in FA amd failed.
