In my attempts to gather and play through whole genres of SNES games, you could say I have definitely done this. You really don't need to look much further beyond anbd Mary Kate and Ashley Olsen game. Jaws Unleashed gets a nod as well.

I'm sure someone has said it before, but it's often harder for a game to enjoyed for its awfulness because unlike film or music games are not a passive experience.
I did however sort of enjoy Duke Nukem Forever despite it being by all accounts a pretty shit game. Postal 2 might be another good example.

I can't deal with a terrible current gen title, but there's something quaint and endearing about bad retro games.

If the controls are too much of a struggle like a lot of early 3D games (I'm fine with tank controls, though), then it quickly becomes an exercise in frustration for me.

I can deal with a bad game as long as the controls are solid. Bad controls will make even an otherwise great game into a terrible one to me.
But yeah, I do enjoy playing bad games from time to time for the lolz. For a while, I did a Kusoge Tuesoday thing.
I think a bad fighting game is even fun as long as you are playing against another person - although frame rate issues and loading times can be a damper on that. Bad controls aren't even that big of a deal with versus fighting games because both players are having to fight the controls. It's like trying to figure out a puzzle while simultaneously beating someone up.
The most fun kusoge are the ones that are technically sound but creatively bankrupt. Street Fighter: The Movie on Saturn/PS1 is the most obvious example I can think of off the top of my head. Dong Dong Never Die is another (although it's an indie game so I dunno if it counts) and I've never played Zombie Nation but it seems to fit that bill as well.

To me, it's more flawed games versus just failed efforts. I've thrown in something like Way of the Warrior for friends, but that's entertaining more for the cheesy production, not the actual mechanics.
I'd agree that games have to work on some level. A terrible movie can get MST3k'ed, but if the failure of a game impacts difficulty or other ability to move forward, it severely limits the audience (at best).
