I am not trying to just play the PAL game at 60Hz, I want to be able to play the PAL game with the console outputting a PAL signal (which I know it can do, as evidenced by Import Player Light). Solutions including a modchip are acceptable, but keep in mind that I want to output PAL and have the game run at 50Hz.
I've tried Import Player Light, but the main issues it presents is that some game elements are out of sync (i.e. in C-12 Final Resistance, the auto-scrolling text advanced faster than the corresponding dialogue, and I also have an issue where the screen image starts out a large number of lines too low; Import Player has a feature to relocate the image, but the process requires about two minutes of holding all the shoulder button and the D-pad while I wait for it to align. Even ignoring this issue, I still have the issue of speedup and potential TOC issues, since I have to use a boot disc).
Any suggestions or advice would be appreciated.

Why not just buy a PAL console since you have a PAL game and I am guessing a PAL TV?

I forgot to mention that the monitor I am using supports both PAL and NTSC. I have tried conversion before, but I have found that there are a number of compatibility issues, such as some games not displaying properly and some just won't work with the patch. If striving for accuracy, then a real PAL system might be the way to go regardless. Not that CDRs are expensive, but how much cost and time will add up patching and burning stuff until you get it working as intended or having to redo games until it works properly?

PSX modchips are child's play to install. I would suggest this is your best bet by far. There are a few people on here (myself included) that have experience installing them.

I know that modchips will let me play imports, but are there any that would allow be to play a PAL game natively, without speed, sync, or display size errors? If you are referring to the borders at the top and bottom of you screen and the game image being squashed. If your console is chipped, then when it boots a PAL disc, it will boot the console into 50hz. The frequency is software triggered.

Actually I was referring to the display issues prevalent when an NTSC boot disc is used to play a PAL game. Thanks for the info on the modchips though. Most older consoles the color encoding is locked to NTSC or PAL.
Few TVs support 50hz from such NTSC consoles without a mod (or RGB cable if applicable).
NTSC color at 50hz is non-standard.
