Have you been playing any of them? If so, then keep playing. If not, ask yourself if you really want to play them, or if your hobby is purely on the collecting side of things.
But if you want to play games, then start playing! It doesn't matter if it is 400 360 games or 400 PS4 games or 400 Game Boy games. Play and enjoy your collection if that is what you want to do, and don't worry about how many games you haven't gotten to. You may get to them all someday or not, it doesn't matter. What matters is the journey.

If you want to play a new system right now. You don't want to collect (or at least don't want to collect 360). And you don't forsee yourself getting around to playing those games. Then get rid of them and get a new system. You will most likely take a (big) hit on those games and that system. Especially if you bought them new. Almost no 360 system, accessory or game is currently worth more than original MSRP. But you will likely be able to afford the new system with trade alone - along with most of its current library.
If you want a new system for games further down the road. You don't want to collect. And you don't forsee yourself getting around to playing those games. Keep them. Play them for now and get some enjoyment out of your investment. When you start seeing games pop up for the new system that you want. Consider selling. It makes no sense to trade in 400 games and a system for a new one with a couple of games you want. Those new games and that new system will decrease in price over time, while offering you more games to go with it. In the meantime, you've got a huge, likely diverse, backlog to keep you entertained.
If you're looking to just dump off a library that you won't get around to, and is taking up way too much space. Then i'll start the bidding with $20 shipped.

I'd step back and look at why you have 400 games for your 360.
The mentality of being selective with a new system, finishing everything you buy for it, and so on, I think is fairly common. I know I've felt that way with most new console purchases. Long term though, the library expands, some of the games get cheap, and shelves fill up with stuff I've barely touched again.
Personally though, like others have mentioned, I enjoy building a library of stuff. If you feel the same about your 360 collection, then why dump it? Maybe you won't get to all of the games, but if they're things you might want to play, or have available to you, then that's a reason to have them on the shelf.
Obviously, it can go too far as well. If you're compulsively buying every other new release as they come out, only to not play them, then that's something to improve on.
Regardless, step back, consider how you go to this point. If you really do enjoy the collecting angle too, then that might help establish limits and goals that work for you.
I don't think just dumping everything is a good idea. You probably won't get nearly what you paid for it, especially not right now. It's probably a better time to be grabbing whatever 360 games you still want

You need to ax yourself why you have 400 Xbox 360 games.
Were you buying games with an actual intent of playing them, but then it got out of control?
Are you going for a complete set of Xbox 360 games?
Have you purchased games willy-nilly because they're cheap and have ended up with heaps of crap you'll know you will never touch?
If you "collect only what you play" (as I do) and have a surplus of unwanted video games then selling them is a viable option. This forum would be a good place to do it.
I would strongly advise against dumping everything to buy a next-gen system. That's a good way to end up in the same boat five years down the road.

I used to have 500+ games spanning around 14 systems. After a few years of 450 or so games just sitting I decided to sell them. No need to keep what you don't play especially when they can all be had later. Hell I even sold some great Neo Geo MVS titles because I didn't ever play them. I never caught on to the whole invest in video games things either - I think that's stupid unless you're shelling out 10K+ for the super rare.
I only keep what I play now and as I age what I play costs more. I've graduated into arcade hardware and pins.
Dump the 360 games you'll never play. I bet you can cut that collection down to 50 or so games pretty easily. I think I have about 8 360 games right now having just bought Diablo 3 for $6 from the Pawn Shop. Did I mention I average one new game a year over the last 5 years? Thrifty!
You'll breath a sigh of relief later - trust me.

Re: Overwhelmed, maybe some advice:D
Great advice all around guys, makes me feel stupid I never came here to ask this question (yeah it haunted me in the past too
)
However couple of things I should clarify:
-Almost none of my games are sealed (maybe 2 or 3 like Far Cry 3 and Mass Effect 3, can't actually remember any other)
-I actually completed around 120 of them (by completing I am talking about campaigns/story modes...In several games I clocked a LOT of hours like Dragon Age)
-90% of the games were purchased from bargain bins or eBay (I always search for sealed games around the 20euro mark, I end up buying 1-2 year old games in perfect condition. I feel 20euro per game is a good price if sealed!)
-Basically the only games I paid full retail / bought on release day are completed or I played them so much I got my money's worth (I'm looking at you Bad Company 2
)
Now, most ask me to find out "why" I bought them...Honestly, I am not sure. It's a combination of getting a game like Far Cry 3 sealed for 15euro, I couldn't pass that because I know it's a game that I would like to play some day.
I am guilty of buying the $5 crap (Beijing 2008..) or a few games that came bundled with some good ones but seller would not sell them separetely...
Basically, recently it hit me that I totally skipped on some systems (basically anything Nintendo..I went straight from Mega Drive to PS1 then XBOX then 360) and it is kind of intriguing..
I acquired a Wii and waiting on some ordered Gamecube accessories so I can play games like Luigi's Mansion (or at least have the ability to play it), I'm even looking into PS1 games I missed etc.
But damn new technology and of course, peer pressure is always there ("Get a PS4 so we can play some Destiny together", "Have you played Far Cry 4 yet? It's amazing") etc.
Can't seem to be firm and stick to the stuff I already have it seems...
Edit: @Exhuminator - god damn that's blog post was great, it's exactly what I needed to read!

I will second that blog post by Exhuminator. He puts it together much better than I did!
Re: Overwhelmed, maybe some advice:D
Pretty much I would hold onto anything you feel you will play or that you have any interest in and dump everything else. Right now the market is pretty much flooded with used 360/PS3 stuff thanks to people moving on to next gen games so prices are pretty low for most things.
Bargain hunting is also as fun for me so I see no shame in picking up boat loads of games when you find them cheap. I currently have around 1820 physical games and around 560 games on steam. I would say I paid no more then $5-6 individually for 95% of them and while I will probably never get around to playing them all it's nice always having something to move onto when I finish a game. Plus finding a good deal on a game always perks up my day even if I don't get around to playing the game for years.

Re: Overwhelmed, maybe some advice:D
I think at some point every game player and collector has to come to terms with the fact that they simply cannot play every single game they will want to in their life time. It's at this point that many either choose to stop collecting, or maybe they continue, but either way they realize the reality of the situation.
In my own case I've been through many stages of collecting and at this point I've gotten over a lot of that sort of worrying and thinking. Many times I've slipped back into a collector mentality but tend to find that toxic for myself and I've often been caught in a loop of buying and selling gaming items in the pursuit of trying everything, which has resulted in a lot of lost cash. I really don't recommend you do that (I say as I'm shopping for a replacement Wii U for the two others I've had). It's not easy for me. I still have trouble with it. In my case, buying digitally seems to somewhat alleviate a lot of my impulsive tendencies since I know that there's no real way to practice that sort of behavior effectively.
However, at the end of the day the important thing is you making sure you enjoy what you're doing as a hobby. I'd never want 400 360 games, or 400 physical games in general but if that's what you like then more power to ya. If you feel like you'd be happier selling a large majority of what you probably wont play, and put it towards a new system have at it. For many people part of the experience of gaming is the collecting, especially amongst retro communities. You just have to find what's right for you, and that might change over time too. You can't and won't experience everything there is so might as well just make sure you enjoy what you can and if you like collecting 360 games, well, I don't really see much harm in that.

Personally I have a 4th of what you have for my 360 and add a couple dozen for XBLA titles. I used to be heavy with collecting but have since stopped. I actually don't buy much anymore. With the 100 or so games for the 360 I do plan on playing them all someday however I'm at a point in my life where other priorities prevent me from really digging in. I know that they are there and that's good enough for me.
Don't buy another system at all. If the physical amount is bothering you separate the games out to which type or style of game you like and cut the rest out. Trim the fat so to speak.
