Generally yes. However, even in vacuums with shorter tubes it's usually not a problem. Much like anti-static pads and bracelets... I've never used them outside of a training capacity and I've never had a problem. Ya know, it only takes one time though to ruin something though.
My frequency of inexplainable hardware failures seems to have gone down 80% since the year I started using an anti-static wrist dealie.

I stand on one of those rubber "mod mat"s. It works well.

I wear a tight fitting black rubber suit with an eyeless mask and a zippered mouth. Doesn't work well. Feels freaky though.
