These hospital staff are the people who are caring for the people with ebola. Treating their symptoms, cleaning them up, keeping them comfortable, in that close proximity their odds are greatly increased in contracting it. Despite best efforts, human error will play a role in such things.

As for the second part, I don't really understand what you are asking or stating.

Reality is messy. Nothing is perfect. Any skin contact with the virus can result in infection ...

Just a heads up, if you don't know enough about what nurses have to go through in a hospital and don't realize how often and the degree to which they come in contact with infectious materials or you don't understand why they'd be in that situation to begin with ... you should probably stop trying to debate the subject of nurse protocol.
