I've found two strange ebay buyers who bid on auction, but I don't trust them. One of them is a private bidder. the other person bids and doesn't pay up at even if they are high bidders. bidder #2 doesn't message back to me, I've already contacted the person 3 times and this person location is at t mobile shop with no houses or apartments.
This item is not video games, but something useful in Chemistry.
What would you guys do or where to report it?

If they don't pay just report them as a non-paying buyer. If they do pay and you are uncomfortable with the transaction, promptly refund them and explain the reason why. Possibly contact ebay to recoup listing and end fees. Unless ebay is a main source of income for you, neither of these situations will result in anything problematic.

What are you selling that someone shady would be buying, that has to do with chemistry? Are you selling parts to make a bomb?! 
They have escaped into the mansion where they thought it was safe, yet.
