The Tales game on GBA was translated poorly and the game runs not great either with some issues which is why it's so cheap and not because the game is bad (as it's good.) You'd be best getting a translated game using new parts(costs most) or get the Japanese title and use the IPS on the R5 (Cheapest if you have the r5.)

Maybe someone should setup a thread about games with translation patches would be a good resource for players getting into importing games for their Retron 5.

Possibly stupid question: Are there any non-rpg translations? I know you don't really need to translate an action game as they only have occasional text. I'm just curious.

Of course not every translation is on this site, but it should get you started.
EDIT:
There's not a translation patch for Tenchi Sōzō (Terranigma) is there? I assume what everyone in the US emulates (and what repro carts are based on) is the PAL ROM, huh?
