assuming you burned it right and the image is not corrupt (that is always a possibility), you may need to readjust your dreamcast's laser - it is generally less friendly to backup games that it is to originals. if you have an original game, put it in your dreamcast and power it on. once the sega logo pops up on the white screen and you heard the laser doing it's work, turn off your dreamcast, put your backup game in, and power it on. it should work just fine, and if not then you probably need to download a different image.
oh, and if you don't have an original game you can readjust the laser by CAREFULLY pushing the laser unit upwards with your fingernail until it reaches the top (though i would highly recommend the first method over this one)

Zalphier's Dreamcast Disc Burning Tutorial:
1. Get Your Favorite dreamcast disc
2. Get a lighter( any will do)
3. Carefully ignite lighter, holding your disc in one hand from the top, and the lighter on the bottom hand.
Position the flame under the disc, and let stay till burned.
4. Congratulations! You're first burnt disc!
This guide works EVERY time with the right tools.

Still funnier than you'll ever be
Even still though, if you're burning things correctly, and the disc image is correct, it will work.
I don't care what people say, cd-rs work in every dreamcast. So either you did it wrong, or it's a faulty image. If you followed the guide exactly, you should have no problems. A few tips though:
1.Make sure that your disc that you're burning on to is NOT cd-rw, as the dreamcast cannot read rewritable cd's('tis a shame, really)
2.Make sure the disc you use are not scratched up, as it could mess with the burning process
3.Finally, you should make sure that you're burning at a relatively slow speed, though I never have problems burning at high speeds, people have been known too.
