weird request: what is this song?

i've had this file in my music library for years. i've never been able to track down who wrote it, who is performing it, what the name of it is, or anything. google has been no help, soundhound/shazam have been no help, and i just do not know where else to turn. do you guys recognize this by chance? it's a sweet, simple little song and i would love to know who wrote it.

yeah. with and without quotes. various lines throughout. no dice.

it sorta sounds like Badly Drawn Boy but i don't think that's exactly right.

nah that's not BDB's voice. His style, maybe. But doesn't sound like him to me. Hmm.

Interesting. The style sounds so familiar but I can't place the song at all.

I had a friend who started a blog about this sort of thing. He taped tons of crap off of college radio back in the late 90s and was trying to figure out the artists.
