It is a terrible idea, one of the worst on kick starter. A cars tires are made of rubber and will leave tracks that will cover the panels add that in with the soot and dirt from an engines emissions they will be completely covered and need replaced in a short amount of time. No thought went into how much it's going to cost to do a full clean up on them or to replace every single panel. The tests that they have done haven't been in real world settings they have just put solar panels on the ground. They have put no research into these things at all except some small proof of concept stuff to show that they would be able to collect energy from them. So yea I'd rather see wind mills at traffic lights then a road made from solar panels that will probably have no traction in rain.
Then there's the fact that only about 40 percent of solar companies will actually talk about how toxic their panels are.
Just because something can help the environment shouldn't automatically make it good without question. There are draw backs to everything and this has way to many for me to even think about taking it seriously and not just some pipe dream to give solar companies more money after what the government has already given them.
If you want a good idea about asphalt look at NC, they use recycled tires mixed in to help with the expansion contracting of the heat and cold to help stop potholes. This also gives better traction and makes for a smoother, quieter ride.

I understand that you may very well think that, but there are far nicer ways to get your point across. Starting with such hard-and-fast negativity tends to get people a little riled up. How would you feel if you posted something you thought was cool and someone did that to you? How will you keep the panels clean and how much power do you lose when they are dirty?
We had the opportunity to conduct a unique dirt test recently. Our drought conditions had become quite bad and everything on our property was covered in dirt/dust, including two identical solar panels that we have mounting on our roof. We decided to clean only one of them and then see how the outputs compared.
After one of the panels was cleaned,we monitored their performance throughout the day. It was sunny that day, and we learned that the clean panel produced less than 9-percent more power than the dirt covered panel. So even if we find that it's difficult to keep the panels clean, it may not be the issue many expect.
How are you going to handle skid marks from tires? Won't that block your sunlight?
We weren't able to officially test for that during our Phase II funding from the FHWA as it wasn't in the budget. However, we wondered about that too, so we conducted an experiment. It's not very scientific, but here is what we did:
We took a rubber soled shoe and scuffed a section of concrete and a section of our glass. We used a bike tire to create a skid mark on both the concrete and the glass.
The rubber on the glass came off with the simple wipe of a finger: it didn't stick well to the glass.
