Now that you raise the point though, I have to wonder: has any state ever implemented freedom of speech or religion without making the distinction between a government actor and a private actor?

I am serious here. I cannot conceive of protections of religion and speech broader than what we have in the United States, and I would like to read your thoughts on how they could be broader.

The Miami player was fined and suspended. Since when is not ok to have your own feelings about something? It's not illegal to believe homosexuality is wrong, or did I miss something?
If my religion teaches it's not ok to be gay, and you force me to accept gay people with your laws and rules, you can't go back and try to amend my religion because freedom of religion.
The world has officially lost its mind.
It was outrageous when the the government fined all those homophobes and threw a bunch of Christians in prison.

Yeah, I know it made sense in context, it's just something I really hate because it's thrown around gaming dicussion a lot
When the anarchists burned down churches back in the XIX century, that was a violation of Christians' freedom of religion despite goverments not being (generally) involved. Similarly, when D&D was forced out of stores by Christian groups, that was a violation of Wizard of the Coast's freedom of speech.
