We all know and play games developed in the U.S., Japan, or parts of Europe like the U.K., but what about the countries that you wouldn't normally expect to develop games? Do you know of or have played games developed in Uganda? Iraq? How about Mongolian games? Other places? Were those games different than games made in the usual countries? Were they any good?

For the criteria of this thread, I wouldn't count South Africa as "obscure".

What I gather from reading it is most of them seemed to be pirated-hacked floppy-disk based computer games.
I remember reading that there are a lot of modern PC games only released in Russia, and a google search turned up this wiki index:

I expect there's indexes like that for many non-english countries with tons of hidden-gems in them.

There's Awem Studio from Belarus. They develop mostly "casual" games. I have one of their shmups - Astro Avenger II.
Typhoon Games from Hong Kong is a pretty neat company, though I believe they do more publishing than actual game development. They ported Ys Seven to the PC.

Never Alone is a game in development that is based on the stories from Alaska Natives, particularly the Iñupiaq tribe. It looks great!
