I don't see why this is a big deal - the Solo pack came out a good few months after the game itself on PSN, same goes for the co-op pack. Housemarque specifically spent time developing these after the game was released, and while the DLC has been cut for the PSP version I still think it's right that Housemarque earn revenue from the DLC they took the time to develop.
This isn't your usual chop-shop DLC job, not like Fable 2 or some of EA's games.

While I think in this case goodwill should make that particular DLC pack free, you can't use that as an argument against DLC in its entirety. DLC is essentially the expansion pack of the modern age, and nobody had a problem paying for those. Right now the companies are testing the waters and seeing what is reasonable to ask for certain content and what isn't. Give it time. In a couple of years it will have leveled out into something more agreeable and practices like this one will be a thing of the past. It doesn't make for a justification of pirating on any level.

I think the worst instance of DLC was Tales of Vesperia for the 360. Amazing game, but the DLC consisted of paying real money for free level ups, gold, skills, etc. hmmm...

EA tried it with Bad Company and look where that got them!
It is disgusting to charge for advertised content that you were supposed to get when you paid for the game. That's like selling you a car, the dealer taking away 3 of the 5 gears after you have paid money for it then the dealer asking you to pay some more money to put the gears back in just to use the car that you paid for.
Surely there's some sort of consumer injunction here.
If this carries on, soon we'll be having to pay to unlock content that's already on the discs when we buy a game.
Oh wait. That already happens.

I don't really bother much with downloadable content and games anymore. What they did with Mega Man 9 and its pay for features was lame, not that the game was all that hot anyway. Even Castle Crashers(which I admittedly loved)seemed to be missing some weapons and stuff that'll get released later as DLC which is a bit annoying. Plus frankly, I'm not willing to see the death of budget titles in favor of digital downloads. I've said it before, but I like owning PHYSICAL THINGS.
I like seeing something like The Red Star get an actual release rather than just showing up as a file on something like Xbox Live. That game with its great box art looks nice on my shelf
