It depends. Some systems do weird checks on discs that are outside the obvious data area. If a game really only does use the inner half of the disc and there's a gash through the reflective layer near the outside, the game or audio CD will probably work ok for now. However once there's damage that exposes the reflective layer to air, it will start to corrode and get 'disc rot'. CDs have a layer of lacquer on top of the reflective layer that's a lot thinner than the obvious clear plastic layer of the disc. This is why flipping CDs over to put them down on the desk is even stupider than putting them down on the desk in the first place.

That's exactly how I find all my dreamcast games lol.
Funny thing is that's how I saw quite a few ps1 and ps2 titles at goodwill one day(but they weren't anything worth getting to me but now i know where to look XD)

That wasn't from Goodwill. I hate Goodwill, I never found a single game worth buying there in 3 months of going twice a week. I only find consoles.

It seems like some people do pull stuff from Goodwill, but IMO a lot of them must send stuff to a nearby hub that works with the online auction site. Someone on here once said they've never seen a cartridge based game at their Goodwill, and I think that's true for a lot of them now that they have the auction site. I've never seen on either at mine.

The Goodwills around here definitely suck as they mostly have sports games.
However, similar to the MotW find, I found some decent PS1 games mixed in with crappy music CDs. I guess you never know what you will find and where.

goodwill strategy: look in the jewel cases without any spines or in disc sleeves. i found Silent Hill and Bust a Groove 2 once this way.

One of my best finds of all time was in a Goodwill Outlet music CD rack. I once picked up:

FFVII;
FFVIII;
FFIX;
Xenogears;
Chocobo's Dungeon 2;
Bushido Blade 2; and
a couple other SquareSoft RPGs

for $2-$4 each. I was very happy, but the employees of the Goodwill Computer Works Store - which was right next door, supposed to get all of the video games, and routinely priced games to market - were quite upset. (I am on very good terms with them, and I just couldn't resist telling them that a few games had slipped through the cracks and into my collection!)

Dang I wish you wouldn't of told them...now they'll try to pull all the games to their store and there won't be any cheap games left when I make my trip up there near the end of the month XD
