People seem to think that Sega games didn't end up on non-Sega systems until the 6th gen, but in reality Sega has always had games on nearly every major system except for perhaps the Atari 7800, SNES, Game Boy, and N64!
As far as retro systems go, there are Sega games on the VIC-20, Commodore 64, Amiga, Amstrad CPC, TRS-80, Tandy Color, Apple II, Atari 2600, Atari 5200, Atari 8-bit, Atari ST, Colecovision, Intellivision, Tiger handhelds, R-Zone, NES, Game Boy Color, Game.com, ZX Spectrum, TI-99/4A, and some more I'm probably forgetting. Sega had PC ports of their games back in the 90s too.

During that period, Sega had its hands full with Saturn, Sega CD, Sega 32X, and plain old Sega Genesis, and the tail end of the Game Gear. I think we can forgive them for not porting to poorly-selling rival systems. As for a Dreamcast sequel, I think we're past the age of proprietary hardware -- all their stuff is multi platform and works well everywhere. If the Dreamcast brand were valuable, they could slap it on remake titles (like we're seeing with Genesis and MegaDrive), but I don't think that's happening either.
The Nvidia Shield is like a portable Dreamcast, with near-perfect ports of Crazy Taxi and Soul Calibur (not to mention the Reicast emulator). Plus that thing can run Portal and Half-Life 2.

Most of know Sega will probably never release a full fledged home console at this point. I think most of us are just reminiscing or just making conversation and dreaming. I was a big proponent and held out until not too long ago myself. The hype surrounding the leading platforms will be extremely hard to overcome. Even if all the Sega fans united where to buy it that probably would amount to just 2 or 3 million units sold worldwide. Most of us are pushing 40 now a days anyways.

It's so hard to make a go of hardware platforms nowadays, if you're not HUGE you're nothing in the market, like the "poorly selling" Wii U. Boo. I still get excited about stuff like OUYA and the AtGames remakes, but I know I'm just a big dork that way. I would love a virtual Dreamcast or at least a return to form for the flashy, colorful Sega AM2 house style.
