Eh, I dunno man. I only made a few wallpapers in my day, but I think you need to do something more, and lose the little square icons. You should focus more on the flag design, and throw some layering effects at it.
If you do insist on keeping those little photos in there, at least put some sort of arrangement to them. Here's one I did that is similar to what I'm saying:

As a normal desktop background it is a little lackluster, but I could see it looking really good as a PS3 background. I'll have to test it on my brother's PS3 when I go home for Christmas.

Yeah it was made for a PS3. That was my specific goal when I set out to do it.
As for the layering effects and making it look all busy and whatnot, that's just not my style. I like things to look clean, crisp and contemporary.
Sometimes less is more, imo.

They have the gui float horizontally in linear path across the mid upper section of the scene. I guess it'd look all right there. Though I like plain desktops anyways. One of my desktops is just a white screen with a small image in the middle that says "USE EXTREME CAUTION when opening images. Whatever you try, it is not possible to un-see something." and a small image of a guy shoving a knife in his eyes. I like simple and sweet for my desktops.
Othertimes I glam it up some, this is another virtual desktop of mine. Don't know I like it.

It looks like all those little boxes are just arcadia avatars. Did you actually create the image inside all of those? or just download an avatar set and copy paste it on top of an image?
