I really enjoy the ones that don't feel like they're lame cash-ins and actually go through some sort of QA process (Hello Silent Hill collection.....)

In general, I like HD remakes. I've swapped out most of the relevant PS2 games for HD collections on 360 or PS3.

Either way, in this particular case, it's a deliberate move. SE is going for a double-dip, and not just releasing an update to the PC version that'd be perfectly capable of supporting the changes they made.
Usually though, it's the other way around. Some games get official HD texture packs post-release. Others get modded. Some, like Skyrim, get both. When the PC release comes along later, it's also not unheard of for gameplay tweaks to be made, as in the case of Jade Empire or Mass Effect (if not entire fan patches that reenable unreleased content as there are for Vampire the Masquerade: Bloodlines or KoTOR 2).
