Hell a few months back I found both a 3do and Saturn controller for $2-$3 each. Even picked up a racing wheel for the saturn for $2 but in both cases the sellers hadn't had the systems for years

Yeah, i dont get it, why would you have PAL versions of F-Zero X and arguably the most popular N64 game ever made in the US.

It's just like the SNES. JPN carts can be played on a USA console and vise versa because they have the same lockout chip, however you can't insert the carts unless you modify the cart slot or use a Game Shark or something.

PAL carts have a different lockout chip, and cannot not be played on an NTSC console. NTSC carts (USA or JPN) cannot be played on a PAL console. There were some adapters made to work around this...

Can't play NTSC on PAL and PAL on NTSC without hardcore modding (gutting the other region and bringing component across). Such a pain in the ass. Can't do 60hz on PAL either.

I found Windwaker CIB for $20 and Revenge of Shinobi CIB for $6 at the game store. This is my first Shinobi game besides the Saturn one.
The fleamarket down the street has Paper Mario: The Thousand Year Door CIB for $15, should I get it?
They also had CIB NES games, I don't know the value of a lot of NES games since I've never even owned one so I got really excited since they were all $10 with manuals, box, game, dust cover, maps etc.

yeah when I try playing any PAL games on my everdrive 64 the game loads fine but the screen just goes crazy rotating rapidly vertically making it impossible to play. I guess thats the fact that its in 50hz
sucks I really wanted to play that Tazmanian devil game and 40 winks, is there a way to patch the games to work on an ntsc console?
