Well we haven't seen artwork/screenshots that I'm aware of and they haven't started over with 3 engines 3 times. Valve gets distracted easily. Also, I'm not sure they have ever had a larger story in mind for the Half Life series. I think it ends up being more of a "we've got this cool tech, what can we do with it" and then fit a story to it.
