The same arguments can be made for almost any genre - RPGs are often similar (HP/MP stats, level grinding, etc.), as are shmups (shoot stuff in space either vertically or horizontally, avoid bullets, etc.), platformers (jump from ledge to ledge and collect stuff) and so on. But there's plenty of innovation within each genre also - including in FPS games. If you really think the genre hasn't evolved since the mid 90s you either haven't played recent FPS games or you are just trolling.
I just don't like them that much although Fallout 3 might make me a believer. I played it at my brothers house and its pretty innovative. Its open and has RPG elements to it and the combat looks interesting. I've played the first Medal of Honor and Call of Duty 3 and did not see much evolution going on, graphics aside run shoot run. I've also played FF7 and FF12 and saw leaps and bounds of evolution in terms of gameplay and story. Shmups also have seen some evolution as well. Ikaruga is leaps and bounds ahead of anything before it gameplay speaking but its kind of a dead genre so you can't expect it to evolve if no one with a decent budget is making new shmups. Everyone has different tastes I guess why theres more than one genre.
