I have not played even a 1/10th of the many RPGs on the PSP, but of the few I've played my top pick would be Valkyria Chronicles II. You will get your money and then some out of that one.

No easy answer to this, depending on what the player wants. And pretty much everyone has listed it out.
But are you looking at physical copies (CC:FF7 is UMD only) only, or keeping digital as an optional (to be played on Vita)?

I like Ys Seven the best for PSP, but man there really cant possibly be a best for this system as it fulfills seriously every RPG palette possible. Not to mention PSone classics and other downloadable titles you'll drive yourself nuts trying to figure out a best. lol
If you can see the future while remembering the past, you may just have control of the present.

Theres PSP games that have no UMDs? You can include those if you'd like.

The Ys games are the best.
There are four on PSP, though I would hesitate to recommend Ys VI. It's a great game, but plays much better on the PS2.

I personally think that the best RPG on the PSP is The Legend of Heroes: Trails In the Sky.
I played it after I finished Ys Seven. I was much more than what I expected it to be. I am glad that they are bringing out the second chapter this year.

That's kind of a loaded question, so many choices
I liked Jeanne D'Arc for its accessible gameplay, easier to get into than Final Fantasty Tactics or Disgaea. It's also a lot of fun once you learn the mechanics of having your units work together to whittle down enemies, then having Jeanne D' Arc clear the map with the extra turns she gets with each enemy kill. The story was surprisingly good and emotional too, though it loses steam towards the end.
Crisis Core I enjoyed for its fun real time combat and great graphics. The story as a whole isn't that great, but does have a few surprisingly poignant moments

I enjoyed Crisis Core a lot - great soundtrack and well balanced reward system.
