The full title appears to be The Game Center of USA: Midway Arcade Treasures

So yeah, it's just a repackaged MAT 1&2. Which isn't bad if you have a Japanese PS2

I would assume they're idol videos broken up with lame minigames you have to win in order to dole out 5 minutes of crappy video footage.
