No, that's what you are talking about, using an artificially narrow definition of the word power. If you want to stick to those constraints, go ahead, but don't get into pointless arguments with someone just because they recognize that power is a more broadly-defined concept.
I happen to concur that Batman is an incredibly powerful character, due largely to his intellect and financial resources. He relies on external devices, strategy, and trickery, but he does it well. He controls situations, and that control gives him power. Whereas Superman can charge right in and bust someone up (unless they are Doomsday), Batman will bide his time, set things in motion, and use misdirection to ensure he has the upper hand despite disadvantages. That makes him an incredibly powerful and dangerous adversary.
Unfortunately, all that doesn't apply to video games : ) So he's not a very powerful video game character.
I think the character in the original Red Faction is pretty powerful. The game engine lets you destroy walls and terrain, even taking out bridges and the like with rocket launchers. I think that's pretty powerful.

Only because...... HE KEEPS COMING BACK!!! Gota give him some kind of credit for that. Getting his ass whooped time and time again and still reaching for the same goal. That is determination. Power o da mind.
