Smart, skilled, and resourceful? Definitely. Powerful? No.

No. Powerful is measurable thing. How much can a character bench-press. How much energy does a character possess. What superpowers do they have.

Batman is very weak when you speak of these things, I.E. not powerful. That doesn't mean he can't beat more powerful characters with careful planning, like has been shown, though. (Although he never did beat the JLA. Ra's Al Ghul defeated the JLA using Batman's files and info on them.)

Batman could take out Kerrigan and her Zerg forces by using the Justice League and leading them to beat her with his superior tactical mind

Kratos is a dumb meathead, Batman could figure out a way to kill him in five minutes. Hell, he found ways to stop Darkseid and Darkseid could rip Kratos a new one

None of those things you mentioned are real power. You're talking about strength, metahuman abilities etc. Power is how much control you have over others. I can probably bench more than Obama, but which one of us has more power? It ain't me.

So wait, Ra's beats the League using Batman's plans for taking them all done and that doesn't count as him beating the league? That's like me plagiarizing someone's work and you saying that I'm the true author.
