If using (at least older) Photoshop: Image > Image size > double or triple one of the pixel dimensions > for 'resample' choose Nearest Neighbor so it doesn't turn to blurry crap.

Irfanview can resize/etc (including batch resizing), is a great viewer as well, and is free.

Paint.net is also good and free, as is the GIMP.
