Also, and completely open/honest here -
for year 2 of SOTM we had the most regular participants and contributors select a few games (I think 3) for everyone else to then vote on. For the most part, that has worked out well. Perhaps go through each thread, see who plays and chats the most, and offer to let them pick a game or a few for people to vote on for next year.

There is debate on rpgamer staff from what I've seen about what should be in scope. The general idea they use is to be inclusive and not exclusivem if a staff member wants to cover a game, they put it in the database.

I'd argue that Deus Ex is an RPG. Like Oblivion you've got NPC interaction with interesting dialog trees where the right choices can get you rewards/quests, you've got a leveling system that drastically affects how you play the game, and there's a large emphasis on the story. It's definitely more linear than Oblivion is, but that is something you see in your standard JRPG, and you still have lots of exploration space inside the missions themselves, and multiple ways to approach a problem.
