Of course, there's the best way: MAME (or the actual arcade board/cabinet). Better than a crap(ier) emulator on a Gamecube disc with a bilinear filter smothered all over it.
You can use GroovyMAME to hook up to a CRT for low-res goodness.

what about the n64 versions of rampage? I really loved that one as a kid. I never played the arcade version so not sure how they compare.

The N64 games are sequels to the original. They're different games.

For me Rampage total destruction on the ps2 is a great game and has rampage and rampage world tour. Very good ports and also the master system version was also pretty fun. But I would go that route with rampage total destruction.

I didn't feel like leaving any of my newer consoles on for three hours in one sitting, so I played the NES version last night. And although it's repetitive, at least the NES game has music.
The best one would be an emulated original on one of the sources we all mentioned (in my opinion). I hear there's issues with the control on the SMS port; the 7800 port looks really good but you might need that special control pad as opposed to the sticks. I've already mentioned the 2600 port, but the NES one would do in a pinch.

At least check out Mame for the ton of Arcade games you will never discover otherwise. Even finding an uncommon but official control options in the Mame Tab for certain Arcade games, Puzz Loop for example.
As for consoles for Rampage, The Midway Arcade Treasures are pretty good, tried them on the PS2 and Gamecube.

The Master System one was my introduction to these games. I hired it as a kid and found it to be quite cool. I bought it a couple of years back and its still fun but you can beat it in about 10 minutes. The only other one I ever played was the 64 version and it didn't hold my interest for long.
