I never really saw a non-Player's Choice gray cart of OoT before. Hell, I remember the video store only had the gold one to rent when I was younger and I never owned OoT for the actual N64

This can't be entirely true. My parents bought mine for Christmas at K-Mart - off the rack. So maybe K-Mart pre-ordered, but my memory is actually quite good on this (a rare thing) because I was with them when we were out looking for ideas and there had to have been at least 30 in the store available to general consumers. everyone is getting so many great finds , i think its not that rare at all to get great prices.
why would there be a not for resale carts? Was it like rent only? Did they used to do this with DVDs and VHS?

Maybe Gold OOT was just a first run thing? I don't know, I just remember preorders = you got a gold cart.
Stuff like the Not-For-Resale Sonic The Hedgehog carts were only labeled like that because they were pack-in titles and they didn't want retailers trying to sell those copies on their own.
