We have done so since the thawing of tensions done in the early 1970s as part of a move to drive a wedge between the Soviet Union and China while also working to alienate North Vietnam. Also, the Cold War ended twenty years ago, China is not entirely communist(there is some capitalism going on within the country), and certain US officials and politicians have had close relationships with Chinese officials and businessmen. There's also incidents like the 1996 campaign financing controversy.

If I planned an all out attack on the USA the last people I would leave unharmed would be people from the deep South. Legend has it that they will rise again.

Of course it is. It's the Chinese military playing themselves up for propaganda purposes. Now that a new premier is in charge, his power has to be asserted, and the best way to do it is to assert the power of the armed forces. It likely won't go on to the extent of North Korea, but expect similarities.

Oh yeah, military posturing has always been a thing that countries do. There are military games nations play with each other or military exercises like with the U.S. and Egypt (which was cancelled this year due to the political unrest). Every country wants to puff out their chest and say, we are the best, we are powerful blah blah blah.
