Wait you don't want a "converter" but you're cool with an XRGB? Maybe I'm misunderstanding what you meant by "converter."
The XRGB-mini is a lot more user friendly than the XRGB-3, so go with the mini. Secondly, the SCART breakout cable needs to either be re-wired (really easy to do if you're at all good with a soldering iron) or you'll need to buy another one that's already re-wired (a few sellers on ebay have one.) The regular one is wired up for the Japanese pinout and not the European one.
Is it possible to find such a TV?

I have an XRGB-mini and it is totally worth the money, games in RGB look as good as emulating on your pc. My only advice is make sure you get good RGB cables, ones that are poorly shielded can make a horrible static noise when the screen is really bright ( its really noticable on the SNES)

Thank you everyone! After all these replies, this is what I think I am going to do.
First of all, I am going to milk my current TV.
Then I am just going to buy a nice LED TV with the XRGB Mini.
If I don't like the Saturn and Genesis on the LED, I can always do my best to make space and just find a CRT TV on Craigslist or Goodwill with S-Videos for cheap.
Only question I have is using a SCART on the Genesis and Saturn with a XRGB Mini. My understanding is I cannot just use a SCART cable like. this one. It has to be one that is modded/restructured for PAL/Europe?
Also, will I have to have a separate converter (VGA to HDMI) for the Dreamcast?

The XRGB-Mini comes with a small breakout cable that you plug SCART stuff into. That is what has to be re-wired.
