And sure Vanilla Ice and Fred Durst are hip hop. Not good hip hop. But hip hop. As you said, hip hop is a culture. And that culture consists of the Five Elements. One of them is Rap ("MC'ing"). Vanilla Ice and Fred Durst rap. If they rap good or bad is outside the conversation of defining these terms.
