Yea. The 3DS games usually seem to come pre-installed. SMTIV was pre-installed on my Japanese SMTIV 3DS XL as well.
But I think the standard with WiiU downloads has been a code, from what I am hearing. And some news sites are reporting a download code for WW HD along with the Hyrule thing. We'll find out in 3 weeks what the truth is!

There's been a couple of sites that specifically called it a download code. Polygon, for example:

May not be rock solid proof, but I've had the impression from the announcement that its a code, and I haven't seen anyone else think otherwise.

I sold my WiiU because I was disgruntled by the lack of software and anything interesting to do with it around the middle of July (just after Super Luigi U released on the eShop).
That was a dumb move. Hey, at least now I have an excuse to get the one with the nifty gamepad design and a cool looking box.
Now only if Nintendo would let me recover my account like every other internet capable machine released in the last few years...

So, after some research, I learned that if you nag Nintendo over the phone they can in fact transfer your NNID to a new console. So looks like I'll have to give that a try.
