Is the Sega CD LED light suppose to be on all the time?

Is the Sega CD LED light suppose to be on all the time?

I just wanted to know if the Sega CD is always powered on even when you are playing just a Genesis game. I have the RCA cables hooked up to the back of the Genesis and I think it is suppose to always be powered on with the Genesis, but I couldn't find the answer online. Also, it looks like I have a Sega CD Model 2 that doesn't power on. Any suggestions? :(

Yes, turning on the Genesis turns on the CD because there's no separate power button.
