This is probably well known information that I'm just too new at collecting to know about but I can't find a definitive answer easily.
When it comes to things like club Nintendo ads, old survey cards and things like that does that count towards a game being considered complete in box?
If it does count how do you know if a game came with an extra ad insert or survey card?

For me it's artwork, manual, and anything related to the game that came with it. The advertisements and system information and registration cards really don't matter.
With import games you've also got spine cards which matters to some people and not to others.

Like Gunstar said. To me as long as it has the "meat and potatoes" so to speak I consider it complete in box. Game, manual, artwork, and special edition stuff (art books, cards, cds) etc. Anything like warning cards or order x magazine ads are not needed. For one thing not every copy and pressing will have the same minor stuff like that if they have them at all. For another...who cares?

Should I worry about having the club nintendo cards that come with some wii games or maybe registration cards that came with PS1 titles? It makes collecting CIB seem a bit daunting.

Ditto for me on game, case, manual, and any maps if included. If one were being super duper OCD, then aside from the ads and things, Nintendo cart games would need to have the plastic baggie too to be truly complete and Sega/PS1 longboxes would need to have the foam block too.

But what of the PRECAUTION STATEMENTS that appear in GBA boxes and most of my Gamecube cases?
Because I don't have all of those, would it not be complete?
I'm just proud of the fact that all 40 of my GC games are now officially complete. I sourced a missing manual for a game a while back and I replaced a game that had an inferior DVD case with an official DOL-007 just last week. With those 2 anomalies out of the way, I can say each game is CIB now

I think of a lot of those inserts and things as bonuses more than anything, personally. I like to get copies of CD case import games with the spine cards, and get especially happy when I find spine cards/reg cards/leaflets/etc tucked into the manuals or behind the disc trays when they aren't advertised as being included, but I don't think of them as being mandatory for completeness. That said, certain things like outer boxes for TG-16 games, dust covers for NES/SNES carts, and import GC cardboard sleeves I would consider to contribute the the items completeness.
Some define CIB as cart+instructions+box; so along those lines, completeness for me entails original game, original manual, original box/cover and standard case where applicable.
Inevitably there are collectors who will pay more if a game includes everything it would have if it were purchased new, and for me, that just determines whether an item is "very good" or "like new," to borrow internet shopping terms. I wouldn't worry about advertising something as CIB if they don't include those other things.

The standard answer for disc based games. Game, Manual, Cover and Original Case some of which have a memory card holder.
For the Gamecube and Wii, I try to get all the extra flyers such as the safety warning brochure, subscription card with game related ad and Nintendo Club flyer. Gamecube Animal Crossing was the trickiest, had a ton of extra brochures and even a dedicated memory card to make it truly CIB!

What is the deal with spine cards? I get a lot of people asking me the specific condition of the spine card. I even get people asking me to discount the item up to 50% saying they don't want the spine card. For example, if I am selling a Saturn import for $50, they'll say "I'll give you $25 and you can keep the spine card"
