Correct, you cannot use a 360 wireless pad on PC with the charging cable. You must have a wireless receiver to use the wireless pad. Wired pads work fine. It has nothing to do with drivers being there or missing. XP at least will make a 'bonk' indicating you plugged in a USB device, but it is just fooling you. This confused me too at first.
Be aware that most of the receivers out there are knock offs despite having official looking packaging on quick glance. MS stopped making them a long time ago. Mine is a fake one too, but it has been working fine for probably 2 years now.

When looking for a receiver I found it cheaper/easier to pick up a secondhand wired controller or $10 from a pawn shop.

The only upside to the wireless adapter is that it's wireless and it supports multiple controllers. You don't have to, for instance, buy a dongle per controller.
Make sure, when you do get one, it's on it's own power hub. If you put it on the same set as other USB devices, it can cause them not to work ... the wireless adapter is, in fact, a piece of shit and draws entirely too much power.

'course, you can replace it, or just solder in a solid piece of metal. Honestly, that's what I did, and I've had zero issues with mine on multiple computers, with or without other USB devices.

I think the good news ... possibly ... is you can't actually buy the Microsoft made one any longer (unless you find one used). The only ones available are the ones that popped up after Microsoft pulled the adapter.
I have no idea what their quality is, but my inclination would be same or better.
Thankfully, I haven't had any fuse issues. But I had a hell of a time on my old machine (with a significantly lower capacity power supply) getting the 360 adapter and a Bluetooth dongle functioning at the same time. The only conclusion I could come to was power issues with the adapter ... and after looking online, at the time, it seemed to be a common issue.

I highly doubt it was related to your PSU being too weak. Considering the maximum they output is like 5v.
