Is this Sega Genesis game a reseal?

I bought this Road Rash 2 on ebay. Listing said factory sealed. It does not have a hang tab on the back (I dont know if that was only for the plastic cases or what). The shrink wrap feels sort of soft and easily tear-able. The top and bottom seals look a little like they may have been done by someone other than a factory machine. The wrap also has vent holes on front and back.

It does look like the plastic is old, but the flap on top to get the game out does show some wear as is it has been opened

That game looks to be a reseal there is wear on the top flap were the game goes i would return it.
