I was initially sort've interested in purchasing a Vita primarily for playing PSP games and a handful of Vita exclusives. Then, I looked at how cheap new UMD copies of PSP games are and how few Vita games I'd actually play. Not only that, but I'd prefer physical copies over digital ones. So, unless Sony announces something really exciting to persuade me back to a Vita mindset I may start buying up some PSP stuff! It'll be a much cheaper way to get certain PS1 RPGs for sure.
Couple questions though:
Weren't they planning on a way to copy UMDs to the Vita? Did they scrap that entirely?
Is the upgrade to the Vita's screen make PSP games look significantly better?
PSP2000 or PSP3000?

The Vita screen is amazing, and the colors on PSP games look bright and vibrant. The upscaling is good, but, if you hate the upscaled look, you might not want to bother.Is the upgrade to the Vita's screen make PSP games look significantly better?
This will largely depend on whether or not you're okay with some in-motion interlacing. The 3000 screen is largely better in every way, with less ghosting and much better colors. There's also an antiglare coating which really helps in bright rooms. However, if a tiny bit of interlacing ghosting annoys you, you'll probably just want to pick up the 2000.PSP2000 or PSP3000?

This all said. I'd still really recommend waiting till E3 to see if they might drop the price on the Vita. I've really fallen in love with the system, and while yes, PSP games are more expensive and the library is less expansive through PSN, the Vita library is growing to be quite decent as well. Not to mention being able to map the dpad to the analog stick, so you don't have to adopt "the claw" when playing games like Monster Hunter. It's a vastly more comfortable system to hold for a long time.
In the end though, you can get a PSP for like $50-80 and a Vita for over double of that. It's really hard to argue against that.

Yeah, I was going to wait and see what Sony had to say at e3 about the Vita. Being able to remap the controls would be nice but I'm mainly looking at RPG's so that won't be much of a factor. If they came out with a way to copy UMDs to the Vita or "register" them to a PSN then I'd be all over the Vita.

Get PSP 3000 for now, and get a Vita later when it has a better library and a lower price. As far as prices for UMDs go, now is a great time to be collecting for PSP.

That's what I'm thinking I'll do. Just wanna wait and see if Sony pulls a rabbit out of the hat with some crazy bundle or new games or something that'll make me want a Vita immediately

Now, most of the stuff I'd like are RPGs, but what are some other great PSP exclusive games that isn't God of War or some PS3 franchise spinoff?

Are the 3000s still a lot harder to mod to play emulators and what not? What about the PSPGo, for that matter?
