I live in the USA, and I'm rather interested in getting perfect video quality from my N64.
What all would I need? and I'm talking perfect, I can make out every pixel in Paper Mario, all the colors are the way they're supposed to be, crisp as possible etc.

No, no, I mean what specific monitor would be best, what cables would I need, and all that. I know I need to mod.
But apparently RGB still isn't super crisp and pixel perfect on old crts?
I want it to look like it does on an emulator, be able to make out every single pixel and have all the colors be perfect

Without getting into nitty-gritty specifics, there are couple of ways to go about it:
1. Get an old CRT that support RGB connections. Sony PVM or BVM monitors are popular choices. They can typically be had for very little money if you can find one locally.
2. Use a modern HDTV with some sort of scaler and scanline generator (optional).
Both are fine options and both have the potential to be costly in the long run. In either case you are going to want to get familiar with SCART cables. I highly recommend this US based eBay seller for SCART cables http://stores.ebay.com/retroaccessories However it appears that she is currently away. Unfortunately, I don't have another good source for NTSC SNES/N64 RGB SCART cables.
Here is a good place to get started reading about RGB on consoles in general: http://retrorgb.com/rgbguide.html I'd be glad to go into more detail if you have specific questions.

If you want to see the n64 like you never have before, you need a Sony pvm monitor. I saw it in action at ApolloBoy's house and it was amazing. I didn't even know the n64 could look so crisp, the menu text was as good as any modern hd game. I am always on the lookout for my own pvm monitor.

I know OzOnE and Marshallh both made the N64 output DVI/HDMI digital video using FPGA boards. I can't seem to find a sale thread or instructions though.

If a N64 or Tri-Star 64 did support RGB, would you just have to use fully wired RGB SCART cables from there?
N64/NES/FC/SNES/SFC/GB (SGB)/GBC (Black)(SGB)/FDS/Satellaview/Genesis/Mega Drive/Master System & maybe N64DD/GBC/GBA.
