I'm surprised you even need to install codecs. Can't WMP and VLC just play DVDs with nothing else?

Might try again using CCCP.

If you are ok with using a player primarily for DVDs, Media Player Classic is my go to. Its a standalone program that looks like it is from 1995, but works like a champ on every DVD I have ever thrown at it.

I'm sure his codecs are capable of playing DVDs. If no programs at all are working, it's probably a problem with the DVD drive itself.

So, to confirm this, download a DVD image from piratebay or something and see if you can play it on Media Player Classic, VLC, or another player that supports it. If it runs, your MPEG2 codecs are fine. If not, just uninstall everything playback related and start over.

Personally, I use Media Player Classic-Homecinema with the LAV filters. MPC-HC+LAV+MadVR is the best possible video output for Windows right now.

I've tried all your suggestions (CCCP, WMP, VLC, Media Player Classic, K-Lite etc.)

The DVD drive works, it's a software issue. It's also not related to my three screens as the initial promo videos play fine.

Aha!

Are you outputting to a TV or have TV out enabled on your video card? It might be windows protecting content creators screwing you because it thinks you're trying to output to a device where you might record the movie. Or check if your player is in a window and the window is partially on one monitor as well as the other. Perhaps when playing preview stuff it is a 4:3 aspect ratio, but when the movie starts, it goes widescreen and leaks onto the other. I've seen weirdness with a DVD or other protected content being unhappy with being on more than one screen and blanked it out.

DRM on movies is really annoying. I remember VHS tapes used to have that fading static BS if they thought you were trying to copy it.

The VLC stuff shouldn't be affected by codecs you installed outside VLC, it manages its own. So, DRM makes sense.

I think these guys may be on to something. You might want to try ripping a DVD. I recommend MakeMKV http://www.makemkv.com/

That will let you know if it is copy protection thing.

Hmm, does CSS transfer through HDCP on a PC?
Install the trial of AnyDVD and see what happens. It'll realtime strip the CSS encryption and any other tricks built into the disc.
