I was in on it for a while, but it just wasn't clicking. I lost interest after not being able to do the subjob quest because the mobs just weren't spawning.

Either of the subjob quests include undead mobs, which only spawn during nighttime (Vana'diel time, not earth time). 18:00-6:00.
They spawn all day in dungeons, so you could go to Gusgen for a Magicked Skull instead of waiting around the Dunes. There's usually a GoV alliance there anyway.
