That is a very good start.
The Mandarin IS special. That's the point. He's not just any character. He's Iron Man's archnemesis. It's like messing with Joker in Batman, Lex Luthor in Superman, or Magneto in X-Men. If any of those guys were made to not actually be a villain at all, but rather be a joke, people wouldn't be happy.
Might as well make Darth Vader a stoner while we're at it.

Lex Luthor pretty much was a joke in the Christopher Reeve Superman movies. People still love those.
And really, if they messed with those characters in the way you're describing, I wouldn't care so long as it still worked within the context of the story they were trying to tell in that movie.
I sympathize completely. I couldn't imagine watching The Lord of the Rings and seeing not Sauron but some random Orc be the main baddie. For adaptations, the source material should at least be resonant with the movie. Otherwise, why call it Iron Man? Why not "Generic Super Hero in Metallic Armor"?
Imagine watching a World War II movie where Hitler dies at the end. Like maybe by an explosion in a movie theater or something.

For what it's worth, I also really didn't like how they handled the character.
I get that movies will be different from the source material. That's fine, I accept that. That alone doesn't dictate bad or good with movies. I think that the complaints in this case are valid though because the Mandarin is literally a completely different character in everything but name. It's totally fair to be disappointed with that if you like the Mandarin and had (reasonable) hope that this movie was going to have a good take on the character.

One is adapting the character, the other is adapting the entire work. Iron Man the film series adapts the character of Tony Stark and creates distinct stories from the original source work. LotR is an adaptation of the entire work, so there is less room for changes.

In the comics, yes. In the movie, yes, but in a different way.
Darth Vader wasn't a comic book character made into a movie character.

Lex Luthor is a criminal mastermind/business man that can match Superman without any powers in the comics and does the same in the movies. Seems like they matched up to me. Not at all like The Mandarin, where he's not the same character whatsoever.
