The combat in AA is limited because the enemies are not good enough to force you to actually use any real tactics. So yes, it is the developers fault for not making the game push you to use other maneuvers, it is not because someone is "doing it wrong".

Don't get your panties in a twist, saying "you're doing it wrong" is an expression. Still I say that the fighting system is not overrated and is deep if you let it be.
